The Health Information System (HIS) Department of 37 Military Hospital operates under the overall command structure of the hospital, which is headed by the Commander, with support from the Commanding Officer (CO).
Leadership
The HIS Department is headed by a Senior Officer serving as the Officer-in-Charge (OIC), who is responsible for the overall leadership, coordination, and management of all HIS-related activities across the hospital. The OIC ensures effective governance, data integrity, system availability, compliance with hospital and military standards, and alignment with national health information policies.
Supporting the OIC is the IT Manager, who is responsible for the planning, development, maintenance, and security of the hospital’s ICT infrastructure. This includes networking, servers, system integration, and overall digital infrastructure that supports clinical and administrative operations.Â
Together, the OIC and IT Manager provide strategic and operational leadership, positioning the HIS Department as the central processing unit of the hospital—coordinating information flow, digital systems, and operational intelligence.
Departmental Capabilities
The HIS Department serves as the backbone of information management within the hospital, enabling seamless clinical care, diagnostics, administration, and decision-making.
Key capabilities include:
- Enterprise Electronic Medical Records (EMR) management.
- Patient data lifecycle management from registration to discharge.
- Billing and financial information systems management.
- PACS, X-ray, and imaging systems administration.
- Hospital-wide ICT infrastructure and networking.
- Data security, access control, and system reliability.
- 24-hour operational support across all hospital units.
- National Health Insurance claims processing unit.
- Private health insurance claims processing unit.
Services Provided
The HIS Department provides comprehensive information and ICT services as well as insurance claims processing that support both clinical and administrative functions. Clinical Information Services include patient registration, EMR support, clinical documentation, diagnostic data integration, and imaging data management. Administrative and Financial Services include billing systems support, financial data validation, reporting, processing of insurance claims for imbursement and support for hospital management decision-making. ICT and Systems Services include network administration, system monitoring, user support, cybersecurity management, and medical equipment integration.
Departmental Structure and Coverage
The HIS Department operates as a centrally coordinated but widely distributed unit. To ensure uninterrupted service delivery, HIS representatives are deployed across clinical and support units. Core functional areas include Health Records Management, EMR Operations, PACS and Imaging Support, Billing Systems, ICT Infrastructure, Networking, and Data Analytics. HIS representatives are stationed in Accident and Emergency, wards, outpatient departments, diagnostic units and billing points, discharging duties on behalf of the OIC.
Mode of Operations
The HIS Department operates a 24-hour service model aligned with the hospital’s continuous clinical operations. Operations are shift-based, ensuring round-the-clock availability. HIS officers provide on-demand support, handle system incidents, and ensure real-time data capture and system reliability.
Training and Capacity Development
The HIS Department is responsible for continuous training and capacity development in health information and digital systems. Training activities include staff onboarding, EMR usage training, data quality assurance, ICT and cybersecurity awareness, and system upgrade training.
Institutional Integration
The HIS Department works closely with all clinical, administrative, and command units within the hospital. It supports leadership with accurate data, reports, and operational intelligence. Externally, the department aligns with Ghana Armed Forces Health Services standards, National Health Insurance Authority, national cybersecurity authority and interfaces with technology vendors and partner institutions as required.
