The Medical Stores and Equipment Depot (MSED) is one of the most vital departments of the Ghana Armed Forces Health Service. The department plays a key role in the overall discharge of the mandate of the Base hospital (37 Military Hospital) and all health facilities across units in GAF.
MSED is mainly responsible for the receipt, handling, storage and distribution of the various categories of medical logistics (medlog) drugs and many other consumables, minor and major hospital equipment. Of upmost importance is the high focus placed on ensuring that all items delivered are of good quality, efficacious and safe for use. The operating procedures during supplies are supported by a robust and transparent system, which involves various stakeholders. They include the supplier, the pharmacists in charge, the store keepers, the auditors and an officer from the traffic section.
The MSED is headed by Lt Col Richard Osei-Boateng (Officer in Charge) and supported by a Senior Medical Logistics Leadership team led by Pharm Jasper Nico Hotor with complement of twenty Pharmacists (20) ensuring efficient, compliant and mission ready logistics support. Other professionals include procurement officers and managers, supply chain and logistics officers, store keepers and a few auxiliary individuals.

MSED ensures the right medicines, right consumables, right reagents and the right equipment in the right condition at the right time and are made available for use by the Ghana Armed Forces and the Ghanaian population in general.
Services Provided
- Medical supply Chain Management
- In collaboration with procurement directorate of GAF we do central procurement of medicines, medical consumables and reagents. This is done on the average twice in a year.
- Forecasting/Indent, based on usage rate, troop strength in operations, deployment and epidemiology.
- Stockpiling of essential and emergency medical supplies
- We do batch tracking, expiring control and recalls, whenever adverse findings are established.
- Pharmaceutical Storage

MSED Secures storage of:
- Essential Medicines
- Controlled drugs (Opioids e.g., Morphine, Pethidine) and anaesthetics
- Antibiotics and emergency drugs We maintain cold-chain system (2-8 C, 20 C) for:
- Vaccines
- Laboratory Reagents
- Insulin
- Biologicals, anti-toxins, Immunoglobulins etc. and other temperature sensitive medicines
- Msed also provides storage for all other medical consumables, laboratory reagents, probes, Dental and radiology expendables
Medical Equipment Management
- Diagnostic equipment (X-ray ultrasound, ECG)
- Life support equipment (Ventilators, Monitors etc.)
- Theatre and ICU equipment.
- Life cycle and Inventory management of all medical equipment.
Quality Assurance & Regulatory Compliance
We ensure all medical logistics procured meet

- National regulatory requirement
- We constantly monitoring our storage conditions, adhere to our standard operating procedures (SOP’s) in handling, receiving, issuing, storage and disposal or all medical items.
Distribution of Medical Logistics
The medical store and Equipment Depot distributes procured medical logistics to the 37 Military Hospiital, Covering all wards and departments as well as to medical Reception stations of the Ghana Armed Forces across the country.
Additionally, MSED issues medical logistics for field medical support and for peace support operations conducted within, Ghana, Ecowas and United Nations (UN) Missions.
Mode of Operation at MSED
In order to ensure accountability, security, quality assurance and efficient delivery, the mode of operation, timings of MSED, is generally not different from that of 37 military Hospital where the Depot is currently located.
- The facility is opened only to registered suppliers/vendors of Ghana Armed Forces and all military facilities across the country.
- For emphasis our services are not extended to private individuals or groups.
Official Working Hours
- Monday to Friday 07:30Hrs – 14:00Hrs – open
- Weekend / public Holidays: Closed
Emergency Operations: 24 Hours supply system is in place and activated for:
- Lifesaving Medicines across the country.
- ICU theatre and emergency ward needs.
- Military Operations and/ or mass casualty situations
The authorization is usually given by Officer in Charge or in absence a senior Pharmacist.
Appointments
- Collection of medicines and consumables are by schedules, known to all our clients
- Bulk or special issues to military facilities outside the depot are by appointment.
- Walk-in requests are not permitted except under emergency authorization by the Officer in Charge.
Receiving of Supplies
Receiving items from suppliers/ vendors is by prior appointment.
Delivery window 08:30 – 13:30Hrs
Mandatory checks include:
- Purchase order verification
- Waybills and Invoices
- Physical Inspection of items
- Batch numbers and expiry date
Training Capabilities
MSED training is delivered through:
- On-the -job training.
- At school of Ordinance Base Depot of Ghana Armed Forces.
- Workshops and Seminars
- Mentorship on attachments
