Quartermaster Department
LT COL SILVIA AMA SALLA - QUARTER MISTRESS
The Quartermaster (QM) Department is a key component of the Administrative and Logistics Division of the 37 Military Hospital. It has oversight responsibility for all non-medical stores and general logistics services. Although non-clinical in nature, the department’s activities are central to the effective functioning of the Hospital, as it offers direct support to clinical service delivery, personnel welfare and operational readiness.
In a complex military hospital environment such as the 37 Military Hospital, the ability of medical and paramedical staff to perform their duties efficiently is heavily dependent on the availability, reliability and proper management of logistics resources. The QM Department therefore exists to ensure essential support services are provided in a structured, accountable and sustainable manner, in accordance with Ghana Armed Forces regulations and hospital policies.
What The Quartermaster Department Is About
The QM Department is responsible for the planning, coordination and execution of logistics support for the hospital. Its focus is on the acquisition, management and accountability of non-medical stores, as well as the provision of welfare-related services such as accommodation and feeding. The department serves as the custodial authority for hospital logistics assets, ensuring that public and military resources are used efficiently, safeguarded against loss or misuse and maintained to support continuous hospital operations.
Beyond material support, the department also plays a regulatory role by enforcing laid-down procedures governing the use of logistics assets, accommodation and feeding facilities. Through this regulatory function, the QM Department promotes discipline, orderliness and accountability among personnel and beneficiaries of its services.
Role Of The Quartermaster Department In The Hospital
Within the overall structure of the 37 Military Hospital, the QM Department operates under the Administrative and Logistics Division and supports all working units of the hospital. Its role is to enable the hospital to achieve its mandate as the major base hospital of the Ghana Armed Forces by providing dependable logistics backing to both routine and emergency medical operations.
Specifically, the department supports clinical effectiveness by ensuring the timely availability of supplies, the proper functioning of support services such as transport and laundry and the provision of accommodation and feeding that sustain staff morale and endurance. In operational and emergency situations, the department also plays a critical role in facilitating rapid procurement, distribution and maintenance of logistics resources required for response activities.
Functions And Responsibilities
The functions and responsibilities of the QM Department include, but are not limited to, the following:
- The department is responsible for the provisioning, purchasing, receipt, storage, record-keeping, maintenance, and disposal of all non-medical stores and equipment of the hospital. This function ensures accountability throughout the lifecycle of stores and equipment, from acquisition to final disposal.
- The department manages accommodation for officers, soldiers, and house officers. This includes allocation, monitoring of occupancy, enforcement of regulations governing use, and recovery of accommodation upon completion of occupancy. Given the limited accommodation capacity of the hospital, this responsibility requires strict adherence to policy and disciplined cooperation from occupants.
- The QM Department is responsible for indenting, storage and maintenance of weapons, ammunition, clothing, linen and other regulated stores. This function is carried out in compliance with established military control measures and inventory procedures from occupants.
- The department manages rations and feeding services for personnel, including in-patients, soldiers and house officers. This responsibility covers the supervision of catering services, enforcement of feeding guidelines and handling of feeding-related issues to ensure fairness, hygiene and accountability.
- The department provides general logistics support services to the hospital. This include transportation management, laundry services, workshops and other support functions that are essential to daily hospital operations and continuity of care.
Responsibility To The Hospital
The QM Department bears a significant responsibility to the 37 Military Hospital as the custodian of logistics resources and welfare services. It is responsible for safeguarding hospital assets, minimizing wastage and ensuring that logistics systems remain responsive to both routine and emergency demands. The department also has a duty to advise hospital command on logistics capabilities, constraints and requirements, thereby contributing to informed decision-making at the command level.
Equally, the department is responsible for fostering a culture of accountability and discipline among users of its services. By enforcing regulations and standard procedures, the QM Department helps to preserve limited resources and ensure their availability for present and future users.
